摘要：传统城市交通发展规划及模式类似于工程行政管理而不是社会公共管理,以满足快捷的交通需求为主要目标，对交通发展的决策成本和环境代价考虑较少。随着城市化进程日益深入，城市交通对健康造成的危害及经济损失日渐严重。本文从城市交通健康危害入手，尝试从政策分析的角度对现阶段我国城市交通发展模式进行分析和探讨，并从战略框架、技术路径等不同层面提出了一些建议。

The Research on the Method and Strategy to Urban Transportation in China : from a Healthy Visual Angel

Abstract: With the urbanization proceeding forward, the urban transportation does greater and greater harms to health. So does it in China. Focusing on the health of urban transportation, this paper will try to analyze and explore the present developing models of the urban transportation in China from the angle of public management. And finally the paper will suggest some specific policies on different levels, from technological method to strategic framework.
